Finally, I got an idea how to make link to actions without namespaces.pl. I decided to get rid namespaces.pl because it doesn't works with perl 5.005_03. I created InterMap page where defined alias 

 zen /~megera/oddmuse/index.cgi?

Then I could use links like Index
